This protocol should be implemented at the descretion of local EMS Administration and the Medical Director. The OEMS recommends implementation if any cases of Swine H1N1 influenza have been identified in your EMS Agency's area.

Ladies and Gentlemen

We have received several queries as to whether or not costs regarding actions relating to the Swine Flu are reimbursable.

While there may be a National Public Health Emergency, the Governor has not declared a State of Emergency or requested a Presidential Disaster Declaration. Based on what we know about the federal government and the Stafford Act, no one would be eligible to receive any type of reimbursement payments until either a State or Presidential Disaster is declared.

Here is a copy of the FEMA Policy on Human Influenza Pandemic. This is merely for informational purposes. Again, to be eligible to be reimbursed for costs, a State or Presidential Disaster must be declared. No such action has occurred. I would still recommend that all agencies at the local and state levels track their associated costs diligently; the information can be used for analysis and, depending on how this event unfolds, we never know when we may transition into a widespread phase. It's just solid business management.
